Professional Certificate in Policy and Stakeholders
Units
In order to qualify for this Certificate, candidates must successfully complete its two component units and two written tasks. Candidates who wish to qualify for an Award must complete one Unit and its associated written task.
Unit 5006 Conducting a management project (policy) (10 CATS Points)
This unit covers the whole range of policy skills which civil servants need when working in a policy role, from initial policy ideas through assessment, communication, delivery and evaluation.
The component seminars in the unit examine the policy narrative and life cycle, engaging with stakeholders, defining and using different types of evidence, the roles of central government and others, force field analysis, cost, delivery and defining success. They also cover principles of risk and project management, measuring outcomes and managing evaluation, developing communication plans, developing key messages and selecting the right medium for your communications strategy implementation.
Learning outcomes include being able to identify and justify a management project, being able to conduct research using sources and analyse data and options, being able to make conclusions and recommendations that achieve the project’s aim, and being able to show and review the results of the project.

Unit 5005 Meeting stakeholder and quality needs (6 CATS Points)
This unit covers working with partners and stakeholders to optimum effect, ensuring quality and assuring quality performance, and how to introduce greater efficiency into working practices and structures.
The component seminars in the unit look in depth at understanding who your partners are and the best ways to work with them, categorising and mapping their influence, different types of consultation and communication, and improving your understanding and listening skills. They also examine assessments of quality and the capability reviews, establishing continuous improvement processes, applying objectives and quality assurance, understanding TQM and Demings criteria, as well as an overview of public sector funding post 2010, lessons from previous economic change models and the responses of organisations, managing resources to optimum effect, understanding the human dimension of change and ensuring robustness.
Learning outcomes include being able to identify stakeholders and their requirements, being able to apply and improve quality standards, and being able to promote continuous improvement and change.
