Mark Dean
Former Director, Department of Business Enterprise and Regulatory Reform
Mark was formerly a Director in the Department for Business Innovation and Skills in the UK where he successfully ran a unique joint public/private sector consortium for a number of years. This included winning the “Vision 100” Award for visionary leadership in respect of the work he did in leading the transition of an organisation with a public sector ethos into a competitive commercial enterprise. During this time he also advised a number of other Government Departments on reforming elements of their human resource activities.
As an ex Senior Civil Servant and a learning professional, Mark is an expert on helping people learn about developing policy, strategy, systems and focusing on outcomes. Since 1998 he has been closely involved with leadership, diversity and equality learning, leading blended learning programmes including e-learning and drama based interventions. Now running his own company, working in partnership with ICPS, he has focused his expertise on leadership in the regulation area including competition and markets. Having led and contributed to leadership programmes including those for Senior Civil Servants and “fast streamers”. Mark still maintains a strong interest in leadership in the public sector. As the DTI’s ex lead negotiator on internationally mobile projects e.g. Nissan, Mark also specialises in designing and delivering both bespoke and generic training in negotiation skills. He has also provided technical advice to procurement panels and helped organisations with their strategic business planning including implementing balanced business scorecards.
As well as being a Chartered Fellow of the Institute of Personnel and Development , he is a Member of the Chartered Management Institute, MBTI and TMSDI accredited and is a registered Prince 2 Practitioner.
